Article 12 The Administrative Department of Education, under the authority of the Council of State, shall establish transitional measures for the qualification of teachers who, before the entry into force of this Law, were teaching in schools or other educational institutions but do not have the formal education provided for in this Law. Article 33 Teachers who have achieved excellence in education and teaching, staff training, scientific research, educational reform, school development, social services and dual curricula shall be congratulated and rewarded by the schools to which they belong. Local people`s governments at or above the county level can reasonably increase the pension ratio for retired primary and secondary school teachers who have long been engaged in education.
(2) to participate in scientific research and university exchanges, to join learned societies and to fully express their points of view in academic activities; Article 2 This Act shall apply to teachers who are particularly active in the field of education and teaching in schools of different levels and categories or in other educational institutions. Professional development participants receive a certificate of completion for 45 hours of professional development for face-to-face courses and 60 hours of professional training credit for online courses. Joint Guidance on the Application of the Family Educational Rights and Privacy Act (FERPA) and the Health Insurance Portability and Accountability Act of 1996 (HIPPA) on Student Health Records – This document addresses the confusion of school administrators, health professionals and others about how these two laws apply to student records. It is important to note that these guidelines clarify that the HIPPA Privacy Rule generally does not apply to elementary and secondary schools. It also deals with certain disclosures permitted under either Act without consent or authorization, particularly those related to health and safety emergencies. Article 4 People`s governments at various levels shall take measures to strengthen philosophical and political education and professional training of teachers, to improve their working and living conditions, to safeguard their legitimate rights and interests and to raise their social status.
Article 19 Administrative services subordinate to people`s governments at various levels, departments responsible for school affairs and schools shall draw up teacher training programmes and provide various forms of ideological, political and professional training of teachers. Article 9 In order to ensure that teachers perform their educational and pedagogical functions, people`s governments at various levels, administrative departments, competent departments, schools and other educational institutions shall perform the following functions and tasks: (5) to submit opinions and proposals concerning education, teaching, school administration and the work of administrative departments of education; and to participate in the democratic administration of schools through teachers`, staff and workers` congresses or other forms; and (1) provide educational and pedagogical facilities and equipment that meet safety standards set by the State; Article 16 The State shall establish a system of professional titles for teachers. Concrete measures are drawn up by the Council of State. Anyone who violates the financial and accounting rules of the State, misappropriates public funds allocated to education, seriously hinders educational and teaching work, fails to pay teachers` salaries and infringes their legitimate rights and interests shall be ordered by the higher authorities to return the misappropriated funds within a certain period. and those held directly responsible will be subject to administrative sanctions; and if the circumstances are serious enough to constitute a crime, the perpetrators will be investigated in accordance with the law.
